Traffic Jam at School

On Friday Morning I was going towards Bedgrove just before 9am and went along Turnfulong and was confronted with parked cars on the right hand side of the road, with buses trying to come along the road. However some very kind person had parked their car on the left hand side of the road close to the exit for the Grange School, which meant that it was very difficult to pass the parked car with the other traffic trying to move....is this normal for that time of day? I am so pleased that I do not have to make that trip on a regular basis.
