Think Thank Proposes Developers Provide Financial Incentives to New Developement

"The Conservative think tank said to have the ear of David Cameron is promoting the idea of 'very substantial' financial incentives for local residents to encourage them to back new housing developments. The radical pay-for-planning system would give decision making directly to those who would be impacted by developments, with a local referendum settling the issue."  RIBA Practice Bulletin No 560

The paper suggests 'Developers should be free to offer financial incentives direct to those being balloted. Given a hectare of land rises in value from £20,000 to £1.8m when it moves from agricultural to residential use such incentives could be very substantial,' RIBA Practice Bulletin No 560

The tink tanks believes that by involving local residents it will keep a check on poor quality developments rather than the developer buying off the opposition.  On larger projects, residents are often involved during consultation before an application is, thus their views are incorporated in to design.

"The proposals pose some intriguing questions for architects, who would find themselves designing primarily to placate existing residents, and house builders, who would have to factor these substantial incentives into their land value calculations. By requiring developers to fund the incentive system, of course, the government would not need to provide its proposed matching-council-tax incentives."  RIBA Practice Bulletin No 560

It's a ridicolous idea to make developers to pay local residents to support their scheme.  Developers already have to pay a Section 106 contribution towards to education parks roads etc.  This would make developments in certain areas unviable, increasing house prices and creating a further shortage of housing.
