Surrey County Council has been carrying out a review of bus routes in Guildford, Waverley, Mole Valley and Epsom and Ewell since 2010.
The authority wants to scale back its subsidies to bus companies - which are set to reach 13 million pounds a year.
Some services will be merged, some will be less frequent while four Sunday services will be re-introduced.
Leader for Transport at the council John Fury says good news for the taxpayer:
"This year it would have cost taxpayers in Surrey 13 million. This year we have reduced that by 3 million.
" This is about keeping Surrey on the move, giving value to residents and making sure there are facilites to those who do not have a car or other means of mobility."
