The closures are necessary to enable Network Rail to remove the existing bridge, which has been in place for 130 years, and crane the replacement bridge into position.

and

To enable the delivery by crane of the replacement rail bridge the Council has been authorised to close Tylers Avenue between Chichester Road and Baltic Avenue at any time between 0001 on Tuesday 29th January and 0001 on Thursday 31st January.
However, the above closure will only be enforced during the movement of the wide load.
Waiting, loading and unloading will be prohibited in the following roads from 0001 on Saturday 2nd February to 0600 on Monday 4th February:
Tylers Avenue – from Clifftown Road to Baltic Avenue
Clifftown Road – from Tylers Avenue to Clarence Road

Temporary two-way traffic flow arrangements will be introduced to the following sections of road from 0001 on Saturday 2nd February to 0600 on Monday 4th February:
Tylers Avenue – from Clifftown Road to Baltic Avenue

Vehicles belonging to Essex Police, Essex County Fire and Rescue Service, and the East of England Ambulance NHS Trust, are not affected by these temporary closures.
