The City Council are looking at proposals to limit housholds to a maximum of three black bags per fortnight.
This development is in response to the Council's efforts to hit it's recycling target of 58% of its rubbish by 2016.
This apparently means that another 7000 tonnes per year has to be recycled.
Currently the city achieves 52% of it's target.
A real positive though is that 95% of residents now recycle part of their household waste.
