The policy of three bin bags per household seems to have run into a hitch.
Residents in the Uplands area of the city have pointed out that the refuse collectors have started leaving bags outside some houses.
The problem is where a house has been divided into flats - common around some areas of Swansea - that it appears that the three bag limit has been exceeded.
Owners have pointed out this is not the case but that there is more than one 'household' per property.
The council operatives have not collected the bags but stickered and leafleted the properties concernced reiterating the refuse collection policy.
Residents can apparently apply for an exemption to get round the rule but in the meantime uncollected refuse will potentially cause a nuisance and health hazard .
