Roadside cameras are due to be installed over the next two years on all of Hertfordshire's main roads.
The number-plate recognition cameras, which will soon be introduced county-wide, will track Hertfordshire's motorists as they travel on the county's major routes.
The cameras will be used by the Department of Highways and Transport, who plan to collect information on the movement of traffic, identifying problem areas and where improvements are required.
Information collected will be used to improve journey times and ease congestion. And although they will be surveying all local traffic, bosses at the council say they will not be used to collect information on individual drivers.
